12/08/2002 IMMIGRATION ALERT:
SPECIAL REGISTRATION SUMMARY

The INS has recently sent out several notices on the new special registration requirements for certain foreign nationals. This immigration alert will summarize all of the recent issuances:

Male citizens over 16 years old must register if they are nationals or citizens from a Group 1 or Group 2 country.

Group 1 countries are: Iran, Iraq, Libya, Sudan or Syria.

Group 2 countries are: Afghanistan, Algeria, Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia, United Arab Emirates or Yemen.

Persons in Group 1 must register if they were admitted into the US on or before September 10, 2002 and who will be in the US until at least December 16, 2002. Group 1 adult male nationals must register before December 16, 2002. Group 1 nationals should also review this document: http://www.ins.usdoj.gov/graphics/lawenfor/specialreg/CALL_IN_1.pdf

Persons in Group 2 must register if they were admitted into the US on or before October 1, 2002 and who will be in the US until at least January 10, 2003. Group 2 adult male nationals must register before January 10, 2002. Group 2 adult males should also review this document: http://www.ins.usdoj.gov/graphics/lawenfor/specialreg/CALL_IN_2.pdf

Registration only applies to nonimmigrants. Permanent residents, citizens of the US, refugees, asylum applicants, diplomats and those in A or G status (diplomats, usually) do not need to register. Nonimmigrants typically include those in the US for business, school, pleasure or work on a short-term basis.

To register, a nonimmigrant will need to go to his local INS office and speak with an INS officer about his stay in the US. Typically, the nonimmigrant will also have his photograph and fingerprints taken.

Failure to register may render an alien deportable or removable.
