HOUSE BILL INTRODUCED TO LIMIT SCOPE OF L-1 VISAS
Rep. John L. Mica (R-FL) has introduced a bill in the House of
Representatives which will restrict L-1 status holders from "performing
duties in whole or in part" at third-party worksites. The goal of the bill
is to curb information technology workers from presenting at client's
worksites.
The bill still has several hurdles to overcome before it becomes law. It
must be passed by both houses of Congress: the House of Representatives
and the Senate. President Bush will also have to sign the bill for it to
have force of law. Presently, it is unclear if the bill has enough votes
in Congress to pass. Moreover, the President has not indicated if he
supports the bill.
