03/30/2005 HEALTHCARE IMMIGRATION ALERT:
RETROGRESSION: THE FINAL PUSH
As many of you are already aware, “retrogression” is here. Retrogression
results from reaching the annual quota of Immigrant Visas for the EB-3
Category for individuals born in India, China and the Philippines. The EB-3
category includes nurses and could mean an additional 2 to 3 years before
the nurse is able to enter the United States and begin working.
You may have written a letter already (or two!), you may have contributed
financially to the lobbying effort and you may have even arranged a meeting
with Congress during Lobby Day. However, now is the time for one last
collective effort to make Congress understand how desperately nurses are
needed in the United States and the impact of retrogression on healthcare in
the United States.
Please fill out the
attached letter (click to download the
Microsoft Word version) and fax it to your congressional representatives,
even if you have already done so.
Right now, we believe that momentum is building in Congress. This may be our
best chance to have the recapture legislation passed. If the recapture
legislation is approved in mid-April, the retrogression will be lifted for
nurses and physical therapists within the next 30-45 days.
Specifically, we are targeting these Congressional representatives. If you
are a hospital or healthcare facility in one of these districts, it is
vitally important that you fax the attached letter.
Sen. Charles Schumer (D NY) - Fax No. (202) 228-3027
Sen. Dianne Feinstein (D CA) - Fax No. (202) 228-3954
Sen. Thad Cochran (R MS) - prefers contact via internet form:

Sen. Kay Bailey-Hutchison (R TX) - Fax No. (202) 224-0776

If this issue is important to you, please contact your Representatives and
