01/07/2005 HEALTHCARE IMMIGRATION ALERT:
RETROGRESSION UPDATE: ACTIVISM NEEDED
As many Immigration Alert readers are aware, retrogression of dates for EB3
nationals of the Philippines, India, and China went into effect on the first
of the year. HLG, along with a team of like-minded immigration attorneys, is
leading the charge to stem the harm from retrogression.

We are pleased to report that Rep. Lantos (D- CA) has already released a
bill that seeks to re-capture allocated but unused visa numbers from the
last several years (See attached, "Lantos
003 XML.PDF" ). Likewise, the AHA has just released a letter
informing its constituency of the problem and calling for action (See
attached, "EB-3Representative
1-4-05.pdf").
The purpose of this email is to do the same.
We would like all readers of Immigration Alerts to familiarize themselves
with the three MS-Word documents attached. [EB-3

Talking Point.doc] Then, please send in the
"Letter to
Members of Congress on EB-3 Crisis.doc" to your member of
Congress. Finally, please cc: Chris Musillo (address below) with your
letter.
We are also actively seeking financial contributions to fund a two fold
initiative:
(1) Additional immigrant visas (“green card”) for Schedule A occupations.
This solution calls for increased immigrant visa quotas. (Essentially Rep.
Lantos' proposal).
(2) A nonimmigrant visa option for Schedule A occupations. Schedule A
occupations are so-designated by the DOL because of their short American
supply. There are currently two Schedule A occupations: Physical Therapists
and Registered Nurses. Ideally this solution would look similar to the
current H-1B visa in terms of the speed of processing.
The first is our short-term goal, which we would like to see enacted in the
first quarter of 2005. The second is a longer-term goal.
You should be aware that your entire contribution is being used to this
effort. HLG is not taking or earning a fee on this initiative. All of the
funds raised will be passed along to our Washington D.C. lobbyist, The
Spectrum Group. Our suggestion is that small healthcare organizations
contribute in the range of $1,000-5,000. Mid-sized healthcare organizations
ought to contribute $5,000-10,000. We are looking for large healthcare
organizations to contribute more than $10,000.
If you are interested, please make your check payable to "Hammond Law Group"
(we will submit one aggregate check to the Foreign Nurse Taskforce, which is
our liaison with The Spectrum Group).
