The L-1 visas can be obtained for small and new businesses in the same way a L-1 visa is obtained for an existing multi-national company. L-1 visas can be extended for small, start-up companies if it can be shown that the company has become "operational". A small or new business is "operational" if there's been an increase in the number of employees, a significant growth in cash flow, the presence of significant customers and clientele, or some other elements that will help determine the need for managerial or executive employee.
